96/95 is a small 19-limit superparticular comma of about 18.13 ¢. It is the difference between 6/5 and 19/16, and between 5/4 and 24/19.
This interval is the 19th-partial chroma (19-limit formal comma) used to express 19-limit intervals in Ben Johnston's notation, denoted with "19" (a turned "19"), while its reciprocal is denoted with a plain "19". If the base note is C, then 19/16 is represented by C–Eb19. The Functional Just System and Helmholtz-Ellis notation use 513/512 as the formal comma instead.
It is also known as the rootminor comma, and when tempered out it equates the 16:19:24 otonal minor triad with the 10:12:15 utonal.
