It is the amount by which a stack of three 11/10 submajor seconds falls short of the 4/3 perfect fourth. Tempering it out means the 4th is divided into an equal stepped tetrachord by means equating a stack of two 11/10 submajor seconds with 40/33 rather than by equating a stack of three 6/5 intervals with a 16/9 interval as in the Porcupine family of temperaments.
