Despite not having 3 as a factor, the combination of 15/5 and 9 means it still has 6 perfect fifths to build stable chords upon, plus multiple imperfect but diatonic ones as well, with the best selection of thirds being above the 3/2. Since it has a near complete otonal set of harmonics from 8-16 in multiple modes, this is quite high in consonance in general despite having several melodically awkward comma steps.
