This is clearly a nonatonic scale where most of the degrees have multiple close comma steps that you can use to evade or emphasise dissonance. It has 6 notes with perfect fifths above them and many more with various flavours of imperfect ones, which means at least one of the notes in most degrees can be used to construct stable chords.
