New page! I make no claims about it being complete or definitive -- it's a good start for information that I feel belongs in the wiki. I only listed a few examples at the end because the Tuning manipulation software and Tuner plugins lists are actively maintained and expecting this one also to be actively maintained to the same extent is perhaps unrealistic.
