I glanced at an automatic translation of the Japanese Wikipedia article linked to on this page, and I wasn't able to deduce why an article about this topic would be required on the Xenharmonic Wiki. The only pages that links here is the [[8平均律|Japanese 8edo page]] and the [[日本語のページ (pages in Japanese)|list of Japanese-language pages]]. Unless the automatic translation is completely off, the topic seems to be about 8 types of musical instruments, not 8 notes in a scale. Unless these types of musical instruments have a relation to microtonal theory, I don't see why it should have its own page. A direct link to Wikipedia whenever the topic arises on another page would suffice. If no counterargument arises, I might nominate the page for deletion and replace the link on the Japanese 8edo page with a direct link to Wikipedia.
