This may be a bit idiosyncratic, but the namesake is also a huge staple of Eastern European people's childhoods, including my own, these wheels were and still are standing everywhere I grew up and traveled. If we're being pedantic, that could mean "Soviet Ferris wheel" and "Soviet-Ferris-wheel temperament" could coexist, but I would also easily accept using only the hyphenated form for the aforementioned reason.
