Jose L Garcia (aka Hales-Garcia)

Born Aug 25, 1953 in New York City, is a composer, musician who studied with Erv Wilson from 1975 to 1990.

Co-founded with Marsha Mann the microtonal rock band, Cipher, in 1978 and released their eponymously titled EP in 1980.
