definitions of maximum expressiveness (as well as distonicity and propriety)

Is maximum expressiveness simply when L:s = 3:1? The term isnt on any other wiki pages, so it would help if it was clarified. Also, although I'm somewhat familiar with propriety (and less so with the diatonicity, as used in this context), maybe the introduction could benefit from explanation of those terms too.
