: There are many possible perspectives on this, but the first thing that comes to my mind is to make a sort of well-temperament, with a nearly equalized step ratio, ending up mostly emulating 19edo but with slightly larger steps in two places, giving room for fine-tuning around 19edo. Another option would be to take advantage of the minimal harmonic entropy with a generator of 7/5, which however coincides with a much steeper step ratio (> 5:1), so that might need to be used with more precaution.
