A temperament is said to be efficient if it achieves accurate approximations of many JI intervals without undue complexity. It's generally regarded as a desirable property of a temperament. Efficient temperaments are expected have low or very low badness as badness is defined in general as the product of some kind of (tuning) error metric and some kind of (mapping) complexity metric, that is, as a metric of inefficiency.
