Xenpaper is a microtonal text based sequencer. It supports using indexed notes within an equal-step tuning, chords including both tempered and untempered, customizing the BPM and oscillator, and displaying a ruler. You can easily create short tunes and experiment in your web browser, and it's also easily accessible on school computers, so you can make songs anywhere, but it is stuck in 4/4 time signature, unless you want a slow, but swingy feel.
