I can make an educated guess as to their intentions from the scraps of math, but I can't be certain. My best guess is that talking about the 2.3.19 subgroup means tempering the perfect 5th very mildly to clearly define minor & major thirds as 19/16 and 24/19 (which is already a viable interpretation in 12edo, if overshadowed by the familiar 5-limit ones.) That would mean 2/7 boethian comma or a 5th of 700.989 cents would result in the lowest error for those two intervals. Aiming for 7 generators = a chromatic semitone of 19/18 is also a possibility.
