: Sorry, I still don't understand (there is no 1 in this column, only numbers from 2 to 11, what do you mean by tonic). I feel even more confused after the change. Do you maybe mean a kind of diatonic steps? In the wiki degree is in broad use for edo steps, exactly that what you now name "Steps o 17edo".
