Looking into you common.css made me think about what skin setting you might be using. I'd guess Vector (which is the default setting). If this is the case, did you already try to enable the ''Use Legacy Vector'' checkbox? Another interesting option could be to switch to Timeless skin. This skin has not only the tools always expanded, but also omnipresent search bar and access to personal pages.
