If F(i) returns the first nonzero entry in the ith column of H, but counting from the bottom, and if H is upper triangular, that means that the first nonzero entry for each column should be getting closer to the bottom as you move further towards the right.
 
Hence, shouldn't F be strictly -decreasing- after F(i) becomes positive, not increasing, if we're counting from the bottom?

"Counting up from the bottom" means counting up rows, whereas F(i) is a function of columns.

So what do you mean that "F becomes strictly increasing?" Do you mean F(i) becomes strictly increasing, e.g. the row returned by function F evaluated at column i?

In fact, it is very difficult to find any examples of normal val lists on this wiki, and I have been unsuccessful in finding a normal comma list.

There are tons of examples of normal val lists everywhere on the wiki, though not labeled as such. Fewer normal comma lists, but they are there. Lots of examples of normal interval lists which are not for commas on the subgroup pages.
