: This is a fair concern; I think promoting Fred is the best first step for addressing it.

: Once Fred is promoted, there will be 3 active bureaucrats instead of 2: Tyler, FloraC and Fred.

I think that Ganaram Inukshuk, Sintel and/or Xenoindex would be good choices (only if they themselves were okay with being nominated though of course; we'd need to ask them individually first).
