Seems off to me in practical use to say that "kite guitar" is strictly the "41 2 13" and that "41 2 11" is not a Kite guitar. In practice, we've been essentially saying that any 41 2 skip-fretting is "Kite-fretting" and "Kite guitar" is short for "Kite-fretted guitar", so what defines "Kite guitar" is not the particular string tuning (though it would not be a Kite guitar if the tuning did not do skip-fretting, e.g. "41 2 12" is not skip-fretting and not a Kite guitar really.
