Here’s my perspective on 14edo harmonic functions:

Triads

Perfect: 0-4-8, stable, can serve as a tonic chord.

Down: 0-3-8, stable, can serve as a tonic chord in a minor(ish) tonality.

Up: 0-5-8, wants to resolve up 1\14 to a down chord, can function as a leading tone chord.

Down, v5: 0-3-7, very unstable, wants to resolve to any perfect, up, or down chord nearby, can be used in modulations.

Up, ^5: 0-5-9, unstable, wants to resolve either to the perfect chord a 5th down or the perfect chord a 3rd down, can serve as a dominant chord.

Sus4: 0-6-8, somewhat unstable, wants to slide to an up ^5 chord, then resolve as it does.

Sus2: 0-2-8, somewhat unstable, wants to slide to the parallel down chord.
