consolidate RREF in with other normal lists?

In this section of the page (Mathematical_theory_of_regular_temperaments#Reduced_row_echelon_form), RREF is given as a separate means of identifying temperaments besides normal lists. But isn't it really just a different normal type? Unlike the other options, it's just a different form for a mapping or comma matrix.
