It's always possible to notate every step of every edo, because I can stack prefixes, but the aim is to try to name in a well-ordered way. It is not possible to notate this scale in a well ordered way, though it's semi-well ordered in that you never have interval class n+1 smaller than interval class n, at least up to the 24 note scale.
