The simplest [[13-odd-limit]] [[dekany]]. This creates a scale of 1 13/12 7/6 5/4 65/48 35/24 13/8 5/3 7/4 91/48, with steps of 13/12 14/13 15/14 13/12 14/13 39/35 40/39 21/20 13/12 96/91. Since every step is a quartertone or larger, it can be mapped unambiguously to a standard 12-tone keyboard. Although there is no 3/2 above the root note, there are ones above 5/3, 13/12 and 7/6 that create a warped version of a I IV V chord sequence and give those notes greater stability as roots.
